The 1948 PEN Charter includes several ambitious goals, including the acknowledgment that "literature knows no frontiers." A later resolution calls for the "unhampered transmission of thought within each nation." This guiding PEN document, passed unanimously, responds to the political turmoil and violence that the organization had experienced during World War II, when its efforts to oppose suppression and to protect freedom of expression were tested to the limit.
